Graduate Fellowships for International Research are supported by an endowment to Portland State University, Oregon State University, and the University of Oregon—universities that established the Ryoichi Sasakawa Young Leaders Fellowship Fund (Sylff).

The Sylff program aims to identify and nurture leaders who will overcome differences in nationality, language, ethnicity, religion, and political systems to tackle global issues, and whose high integrity and drive to address issues unique to their respective countries can make a real difference.

Fellowship stipends are awarded to full-time doctoral students for one academic year of graduate work involving research and scholarly endeavors in programs and projects with an international dimension.

The focus is on doctoral students matriculated at Portland State University, Oregon State University, and the University of Oregon who have high potential for leadership in international affairs, in public life or private endeavor.

Outstanding students will be considered through nomination by their respective graduate department/program.

Departments and graduate programs must indicate their own (or their institution’s) commitment to financial support of nominees.

The awards listed on the Sylff website under "Support Programs" are additional award opportunities for students who already have a Sylff award.

Award Details

  • In recent years, 6–10 awards have been made
  • Stipends are $15,000 for Oregon Sylff doctoral fellows
  • Stipends are disbursed in 3 equal installments over the academic year to assist with educational and research-related expenses


Student Application Process

As part of the online application, students will be asked to provide:

  • An essay addressing your academic program plans, career goals, potential for international leadership, and plans for study abroad (if applicable)

    • Up to 1,600 words (not including the references/bibiography section)
  • PDF copies of all undergraduate and graduate transcripts

  • The additional Sylff Fellowship application form [Word]

  • Contact information for 3 recommenders who can address your qualifications and potential related to this fellowship

  • Contact information for the Department Head or Director of Graduate Studies who will be providing the nomination letter

OSU and PSU students, please note: 

  • Leave the UO ID field blank
  • Select "OSU Major" or "PSU Major" from the drop down major option

Department/Program Nomination Process

Only one nomination may be made by each department or graduate program.

If multiple students from the same program have applied, departments should only submit nomination materials for the one student they have selected to move forward.

Once the applicant submits their information, nominators will receive an email with a link asking them to upload a nomination letter. Please note the following:

  • The nomination letter must come from the department head or graduate program director

  • The letter should confirm that the student is the one student the department/program has selected for nomination

  • The letter should indicate the departmental/institutional commitment to financial support of the student

    • Typically, these supplemental contributions are in the form of an assistantship and associated tuition waiver during the fellowship period so that Sylff stipends can be used to address travel, living, and research expenses associated with the international research project
    • Although nominations may be made for students lacking supplemental funding, a priority will be given to those nominations that exhibit a strong institutional commitment to supporting the graduate student

Recommender Process

This fellowship requires three letters of recommendation.

Once the applicant submits their information, recommenders will receive an email with a link asking them to upload their letter of reference addressing the student's qualifications and potential related to this fellowship.
